H1N1 Vaccine Shortage in Canada: Irony Over Non-Adjuvanted Formula

Canada's H1N1 vaccine supply is 1,000,000 doses short, due to the Harper government's late decision to order for non-adjuvanted vaccine intended for pregnant women. Rather than going ahead with non-adjuvanted formula for everyone, as the United States opted to do, Canada followed World Health Organization (WHO) recommendations to use an adjuvanted formula for the general public, a measure which allows for the production of a greater quantity of vaccine and was hoped to benefit not only Canadians but also people in other countries where vaccine will be short.

At the last minute, the Canadian government elected to order a small quantity of non-adjuvanted vaccine for pregnant women and very young children, as there was little data on the safety of adjuvant in this population. This late decision has resulted in the disruption of adjuvanted vaccine production this week, as demand for vaccine rises and before the non-adjuvanted vaccine has even been approved.

Ironically, the World Health Organization is now saying the adjuvanted vaccine is safe for expectant mothers and children under three. Despite the fact that manufacturer GlaxoSmithKline (GSK) has returned to making the approved adjuvanted vaccine, supplies for this week are expected to be much smaller than originally stated – only one-fifth of what was predicted. It will take two weeks for GSK to get back to its optimal production speed. (“Pénurie temporaire de vaccins”) This means that the general public in Canada may not be able to get their swine flu shots until just about the time H1N1 is expected to peak. Estimates given in Global News coverage predict between 20 and 35 percent of all Canadians will become ill with swine flu this season. (“Flu frustrations to worsen as vaccine shortage takes hold”)

Canadian Seniors Asked to Wait for H1N1 Vaccines

Senior citizens are being asked to stay away from vaccination clinics until their turn comes up. This puts vaccination three or more weeks away, even for those with chronic conditions that put them at higher risk for complications. My parents went to get their annual flu shot a couple days ago. The clinic was simultaneously distributing H1N1 vaccine, and they asked if they could receive the vaccines together since various health conditions put them both in the risk group for experiencing complications from swine flu if they do contract it. They were given their seasonal flu shot, but told they'd have to wait and come back later for the H1N1 vaccine. Their experience was not unique. If the past week's scenario holds for the distribution of H1N1 vaccine across Canada in weeks to come, our elderly citizens can expect a long outdoor wait that could prove quite harrowing for those with chronic illnesses. Some clinics are offering indoor seated waiting for a few clients, but footage from across Canada shows us images of people waiting in outdoor lines with no protection from inclement weather, and even people lining up at 3 am so they can be near the front of the line and be assured of a chance to receive the flu shot.

Canadian Seniors Lining up for Two Flu Shots

For elderly Canadians whose health is already poor, it seems getting vaccinated against both types of influenza this year will prove to be a draining experience. While some may say the difficulty is justified because those born prior to 1957 are thought to have partial immunity to H1N1. But is asking seniors to line up twice really a good choice for Canadians as a whole?

I have trouble understanding why seniors would be allowed to queue up for seasonal flu shots in the exact same facilities that are distributing H1N1 vaccine, and then denied the swine flu shot. This means that an extra week of distribution in some provinces will be given over to seniors with chronic illnesses, and that seniors who are considered healthy will be coming back to queue up at the very same time when the general public will be heading out to be vaccinated. A second clinic visit, a second set of paperwork and screening by health staff, and a second encounter with the nurse giving the shots can hardly be justified. There is an increased cost associated with all of this, but also an increased wait time for those who end up behind the elderly people in question. The benefits of this policy are very difficult to see at present.

Je vais essayer de vous faire un petit tour du malus.

Le bonus-malus est un système de calcul qui permet à l'assurance de faire varier le montant de votre facture annuelle en fonction du nombre d'accrochages déclarés au cours de l’année précédente.
Ainsi, si vous n’avez pas eu  de sinistres, vous bénéficiez d’une réduction du montant de votre facture annuelle (bonus). En revanche, si vous avez eu un ou plusieurssinistres, le montant de votre prime annuelle sera augmenté (malus).
Les règles applicables à ce système du malus sont déterminées par un arrêté ministériel (annexe de l’article A.121-1 du code des assurances). Elles sont donc les même pour tous en théorie de l'assurances malus.

Fonctionnement
Lorsque vous vous assurez, sans bonus ni malus, vous êtes redevable d’une cotisation de base (en fonction des tarifs de votre assureur). C’est la cotisation de référence.
Puis, une fois par an, l’assureur examine votre situation pour calculer votre prime annuelle.  Pour cela, il prend en compte tous les accrochages intervenus au cours de l'année précédant de deux mois l'échéance annuelle du contrat.

Méthode de calcul
Le bonus et le malus sont calculés à l'aide d'un coefficient qui est déterminé en fonction de vos antécédents. Au départ, lorsque vous êtes redevable de la cotisation de référence, votre coefficient est de 1. Puis une fois par an, en fonction des accrochages intervenus, le coefficient change. Pour déterminer le montant de votre prime annuelle annuelle, il suffit de multiplier le tarif de référence par votre coefficient.


Les règles principales
  • En l’absence de sinistres, le coefficient est réduit de 5% par rapport à celui utilisé l’année précédente.
  • Le bonus maximal est obtenu après 13 années de suite sans accident et est plafonné à 50% (soit un coefficient de 0,50).
  • Si vous bénéficiez d’un bonus maxi pendant au moins trois ans, vous conservez ce bonus après le premier accrochage dont vous êtes responsable. Si vous avez un deuxième sinistre dans les trois années qui suivent, un malus vous sera appliqué.
  • Un malus vous sera appliqué si vous êtes responsable (partiellement ou totalement) d’un accrochage. Si vous êtes entièrement responsable, le coefficient est majoré de 25%. Si vous êtes partiellement responsable, le coefficient est majoré de 12,5%.
  • Le malus maximum est plafonné à 3,5.

Quelque soit le montant de votre malus, celui-ci disparaît après deux années consécutives sans accident. Le coefficient alors applicable est de 1.

On Monday, the Service Employees International Union and elected officials joined dozens of mothers concerned about the lead content appearing in toys and called on buyout firm Kohlberg Kravis Roberts & Co. (KKR) to adopt a code of conduct for its portfolio companies' suppliers.

The coalition seeks to ensure that the toys sold at Toys “R” Us and other stores with Halloween and the holiday season approaching are safe for children to use and play with.

According to the coalitions, KKR has a history of profiting from companies that sell hazardous products to children. The coalition released a new report today detailing the ways in which KKR portfolio companies have repeatedly been at the center of recalls, congressional concerns, and lawsuits over dangerous toys and other products, including toys tainted with toxic lead paint.

The coalition is demanding that KKR and its affiliates immediately adopt a code of conduct that will prevent future safety lapses.

“The safety of our children cannot be taken lightly. I am proud to stand with members of the community that are calling for increased accountability from KKR and other companies that impact the lives and well-being of our children,” said Congresswoman Yvette D. Clarke, a Democrat who represents New York.

While head of the corporate finance department at the Wall Street firm of Bear, Stearns & Co. in 1965, Jerome Kohlberg, Jr. conceived of what later on came to be called the “leveraged buyout”. To Kohlberg's mind, a company would be better managed if it were owned by a small group of highly motivated investors, typically inclusive of the uppermost company executives, instead of thousands of shareholders who could not be expected to have the knowledge or the time to make sure the company was being run effectively. He left KKR in 1987.

KKR states that its business philosophy has at its core solid management, operational excellence, optimal capital structures, and a well thought-out and long-term investment program. Through the first half of September of 2007, the company had made deals for $123 billion in acquisitions.

KKR's 1988 leveraged buyout of RJR Nabisco for over $30 billion, an unbelievable amount of money at the time, solidified the company's reputation for being courageously flamboyant and smart to some and avaricious, audacious corporate pirates to others.

Recently, the KKR-owned Dollar General discount retail store issued a recall on Frankenstein tumblers and “inspirational” key chains because the China-made goods were found to contain levels of lead paint that were in violation of United States federal regulations.

Yo Dawg, We Put a Race Car Game on Yo Race Car

As part of our neverending mission to tell you what video game is now turning left four times at 100 mph on Saturday tonight, let's check in with Joey Logano and the No. 20 GameStop Toyota.

GameStop, which has a 21-race sponsorship deal with the NASCAR driver in the lower-run Nationwide Series, put Split/Second on Logano's hood for something called the Bubba Burger 250 tomorrow tonight (dangit) at Richmond International Raceway. Split/Second is actually something Logano has played.

“You have to use real racing skills like drafting, just like you do on the track most weekends,” Logano said, “but then you also have to think about planning a strategy to wreck the other cars and the courses so you can win.” Just like you do on the track most weekends, amirite?

Logano opened the series with a seventh place finish at Daytona (that's not the 500, btw), with BioShock 2 on his hood, then took the pole but finished fifth with Mario Kart Wiion the lid. Tomorrow's race is 7:45 p.m. Eastern on ESPN2, if that's your thing. Whoops, this sucker ran tonight. Too late. Brad Keselowski won. Joey finished 6th. Goshdangit!

With Zipcar busy gobbling up car sharing competitors, a new generation of startups offering a peer-to-peer or distributed model of car sharing is taking shape. WhipCar, over in the UK, and RelayRides and Spride Share (the most recent entry, with some big name backers) here in the U.S., aim to put together a service letting users rent out their personal vehicles to members. The three companies have the same basic concept in mind, with different ideas about how to get there.

It remains to be seen which, if any, of these very early stage companies will find a significant user base and successfully navigate the maze of insurance coverage for personal vehicles offered up for rental. Here’s a snapshot of the next-generation of car sharing innovators:

Par contre, pour chaque accident en partie responsable, votre cotisation n’augmentera que de 12,5 % 03/01/2008. Le malus maximum est de 350 % par rapport à votre prime de référence. Si vous n'avez pas d'accident à votre tort deux années consécutives, vous reviendrez au tarif de reference. En cas de changement de voiture, vous conserverez votre coeff de bonus ou de malus.

Le principe du bonus-malus assurance scooter est très simple. L'assuré qui n'est pas responsable d'accident bénéficie à la fin de son contrat d'une réduction de sa cotisation : c'est le bonus. Mais, assurance voiture sans permis l'automobiliste qui voit sa responsabilité partiellement ou totalement engagée dans un accident va payer son assurance plus cher : c'est le coût du malus.

In a series that features dozens of drivers and team members who live in Europe, one of the curious facts about race weekend was the air traffic delays caused by the recent Icelandic volcano eruption. It caused quite a bit of stress for those who had their flights grounded, preventing them from getting home after their last race or, in some cases, back to Long Beach. One driver who benefited from the European air travel problems was Andy Lally, who got to make his Long Beach debut when Mark Thomas couldn't get a flight out of Frankfurt. Lally ended up taking Thomas's seat in the No. 63 TRG Porsche 911 GT3 Cup car (below). Still, most drivers found a way to cope, and being stuck in Southern California isn't generally considered a problem worth complaining too much about. Once on track, though, the teams had more to contend with than just some ash in the air.

Having all four classes (33 cars in total) on track simultaneously meant lots of traffic for just about everybody. It wasn't too big of a problem for Adrian Fernandez and Harold Primat in qualifying, however, as the duo drove their LMP-class Lola B09 60 Aston Martin (above right) to a fast lap of 1:13.213/96.770 mph, nabbing the pole for race day. Patrón Highcroft Racing's Simon Pagenaud (below left) came within inches of taking it away though, clocking in just .072 of a second behind them.

Fast LMPC qualifier was the team of Scott Tucker and Christoph Boucher in their Oreca FLM 09 (above right), with Jaime Melo and Gianmaria Bruni claiming the top GT time in their Ferrari 430 GT (below left). While Timothy Pappas and Jeroen Bleekemoelen scored the top spot for GTC in their Porsche 911 GT 3 Cup car (below right), a fuel inconsistency during tech inspection dropped them back, giving Andy Lally pole in class after only one day of laps on this track.

Race day was another sunny travel ad for SoCal, with 70-degree temps and cloudless skies. The race itself didn't start all that well for a couple of drivers though. Ryan Hunter-Reay and LMPC teammate Scott Tucker were out before turning a single lap. Fellow LMPC competitors Tom Papadopoulos and Johnny Mowlem made it three laps further before a shunt took them out as well. Simon Pagenaud and David Brabham picked up a time penalty for “avoidable contact” with Harold Primat's Lola-Aston Martin. As at the first race of the season at Sebring, though, from the drop of the green, the top class-leading cars ran in tight formation for a good part of the opening half.

A couple of mechanical issues befell other cars in the huge field, but the race marched on, with lead changes in a few classes keeping it interesting. The top three or four in class stayed pretty consistent, if rearranged from time-to-time. Out front, though, the battle for the overall lead was really getting interesting. The former LMP1 and LMP2 cars of the top two teams were playing tortoise and hare. Pagenaud was at one point or another leading Fernandez by as much as eight seconds. The Mexican legend and race pole-sitter slowly chipped away though, using the big V12 in his Aston to close the gap on the long straights.

Fernandez finally managed to retake the lead, but the nimbleness of the Patrón Highcroft entry through traffic and in the corners kept it in the game. With six minutes to go, the race looked to belong to Fernandez. With 50 seconds left, the pair crossed the start/finish line for the final time. By the time they reached Turn 1, Adrian had powered ahead by a sizable amount. Through 2,3 and 4, though, Simon was right on his tail again. As the two entered Turn 5, Fernandez made an uncharacteristic slip and when he ran wide, Pagenaud slid through and into the lead. It briefly appeared that Fernandez would take it back in 6,7, or even 8, but by the time they hit slower traffic at the hairpin, Simon was still ahead. Could that big V12 outdrag the ARX-01c on the final blast to the checkers? Not this time. Pagenaud held on, taking the win by just 0.353 seconds.

It was the team's first overall victory at Long Beach and first win since Mosport last season. Muscle Milk Team CytoSport's Greg Pickett and Klaus Graf got the last spot on the LMP podium with their Porsche RS Spyder. They also won the Michelin Green X Challenge for prototypes as the fastest and most energy-efficient LMP entry.

In GT it was Jörg Bergmeister and Patrick Long for Flying Lizard Motorsports taking the win, a repeat of last year's Long Beach result. Their Porsche 911 GT3 RSR (above left) finished four seconds ahead of Corvette Racing's Jan Magnussen and Johnny O'Connell, who were driving one of the most awesomely powerful-sounding cars in the whole field, the Corvette C6.R. It wasn't a cakewalk for the Lizards though, as four different teams and three different manufacturers led at least one lap. In fact, with ten minutes to go it looked like the win might go to BMW Rahal Letterman Racing Team's Tommy Milner and Bill Auberlen. The tires on their BMW M3 GT (above right) wouldn't last quite long enough, though, and they had to settle for third.

The fancifully decorated G-Oil Green Earth Team Gunnar Oreca FLM09 (above) of Gunnar Jeannette and Elton Julian took the honors in LMPC, their first victory both as drivers and for the team. It was payback for the duo as they finished a full lap ahead of second place Christophe Bouchut and Scott Tucker in Level 5 Motorsports' entry, the team that had beaten them at Sebring. Third went to the Genoa Racing entry driven by J.R. Hildebrand and Tom Sutherland.

After several lead changes amongst several different teams, Butch Leitzinger and Juan Gonzalez repeated their Sebring win in GTC for Alex Job Racing. Their Porsche 911 GT3 Cup car (above left) finished 1.753 seconds ahead of GMG Racing's entry of James Sofronas and Bret Curtis (above right). Romeo Kapudija, in another AJR Porsche, lost the lead to Leitzinger late in the race when he hit some debris that sent him sliding off track. He and Bill Sweedler held on for third.

Another exciting race for the American Le Mans Series and for Long Beach. An impressive display by the Patrón Highcroft team, hanging in there and seizing the opportunity given to them when the Aston slipped up. If they hadn't hustled so hard through the aquarium complex like they did on that last lap though, it wouldn't have even been possible, so kudos to them. Next up for the Series is Monterey on Saturday, May 22. Full results from Long Beach below.

Just three days after it was announced Patton Oswalt would star in Matthew Broderick’s comedy pilot Beach Lane, The Hollywood Reporter is reporting that the actor is leaving the series following a table read. The publication’s source tells them he was offered another role on the show, but it’s “unclear” if he is interested. (EW’s calls to Oswalt’s rep were not immediately returned.)

To make matters worse, this news comes on the heels of the demise of his Broadway show Lips Together, Teeth Apart, which was postponed after Megan Mullally exited the show. (The show would have marked his Broadway debut.) Come on, Hollywood: Oswalt seems to be a great guy. He’s funny, sharp, and as big of a fan of Joss Whedon as all of us here at EW. So why can’t this guy catch a break this month?

Who else is disappointed to hear that Oswalt might be out of Beach Lane?

Je vais essayer de vous faire un petit point sur le malus.
Le bonus-malus est un système de calcul qui permet à l'assurance de faire varier le montant de votre facture annuelle en fonction du nombre d'accidents déclarés au cours de l'année précédente.
Ainsi, si vous n'avez pas eu d'accidents, vous bénéficiez d'une réduction du montant de votre facture annuelle (bonus). En revanche, si vous avez eu un ou plusieursaccidents, le montant de votre cotisation annuelle sera augmenté (malus).
Les règles applicables à ce système du malus sont déterminées par un arrêté ministériel (annexe de l'article A.121-1 du code des assurances). Elles sont donc les même pour tous en théorie.
Méthode de calcul
Le bonus et le malus sont calculés avec un coefficient qui est déterminé en fonction de vos antécédents. Au départ, lorsque vous êtes redevable de la cotisation de référence, votre coefficient est de 1. Puis tous les ans, en fonction des sinistres intervenus, le coefficient change. Pour déterminer le montant de votre facture annuelle annuelle, il suffit de multiplier le tarif de référence par votre coefficient.
Quelque soit le montant de votre malus, celui-ci disparaît après deux années consécutives sans accident. Le coefficient alors applicable est de 1.A bientôt

Les règles principales
• En l'absence d'accidents, le coefficient est réduit de 5% par rapport à celui utilisé l'année précédente.
• Le bonus maximal est obtenu après 13 années à la suite sans accident et est plafonné à 50% (soit un coefficient de 0,50).Si vous bénéficiez d'un bonus maximal pendant au moins trois ans, vous conservez ce bonus
• Si vous bénéficiez d'un bonus maxi pendant au moins trois ans, vous conservez ce bonus après le premier accident dont vous êtes responsable. Si vous avez un deuxième accrochage dans les trois années qui suivent, un malus vous sera appliqué.
• Un malus vous sera appliqué si vous êtes responsable (partiellement ou totalement) d'un accident. Si vous êtes entièrement responsable, le coefficient est majoré de 25%. Si vous êtes partiellement responsable, le coefficient est majoré de 12,5%.
• Le malus maximal est plafonné à 3,5.
Fonctionnement
Lorsque vous vous assurez, sans bonus ni malus, vous êtes redevable d'une cotisation de base (en fonction des tarifs de votre assureur). C'est la cotisation de référence.assurance moto avec malus
Puis, chaque année, l'assureur examine votre situation pour calculer votre facture annuelle. Pour cela, il prend en compte tous les accrochages intervenus au cours d'une période d'un an précédant de deux mois l'échéance annuelle du contrat.
